in defence of provincialism

When I read a book by an Kenyan, Nigerian, Congolese, Algerian (etcetera) writer I often come across a word printed in italics. This is often a word unfamiliar to me. Sometimes the word is explained in the text itself. Sometimes I will a find a glossary at the end of the book or a footnote at the bottom of the page to explain the word. Is this needed? Should a writer avoid words like these?
